Whole milk powder is the most important dry dairy product in China. As an important milk-based raw material, whole milk powder is widely used in processing and manufacturing industries such as formula milk powder, milk beverage, reconstituted milk, soy-milk powder, ice cream, bakery food and daily chemicals, etc. With an annual output of 1 million tons, China is one of the most important whole milk powder production countries; at the same time with an annual consumption of over 1.4 million tons, China is also the biggest whole milk powder consumption country in the world. Domestic-produced whole milk powder is unable to meet the increasing demand in quality and quantity. China’s whole milk powder industry has experienced a couple of frustrations. In 2006-2007, it was in prosperity. There was a strong demand of whole milk powder in the international market, and China’s whole milk powder industry achieved a historical record, leading to the constant price rise. Meanwhile, driven by the demand, capitals inside and outside the industry all went into the whole milk powder industry, and there was an unprecedented progress of newly-built and reconstructed production capacity. In 2008, the demand of whole milk powder in the international market went weak. Particularly, the melamine event was a severe hit to China’s whole milk powder industry, bringing about a serious credit crisis to domestic-produced whole milk powder. As a result, imported whole milk powder gained unprecedented favor of Chinese consumers. In recent years, the credit of domestic whole milk powder restored a great deal through market rectification and management; however, because of the obvious disadvantageous position of Chinese domestic-produced whole milk powder in terms of price-quality ratio, China’s import of whole milk powder still made new historical record one after another. Particularly, import of whole milk powder from New Zealand has once and again reached the trigger level ahead of time. In the recent decade, the sales volume of whole milk powder has seen a remarkable increase. Due to the extensive domestic demand of whole milk powder and the dependence of domestic consumers on imported whole milk powder, between supply and demand there is a great gap, which the domestic milk powder is unable to fulfill, and therefore arises the great space for growth.
